- Gradually stir in broth, scraping browned bits from the bottom of the Dutch oven. Stir in tomatoes and tomato paste. Return beef to the pot. Bring to a boil. Reduce heat; cover and simmer for 1 hour.
- Add potatoes and carrots; cook, covered, until vegetables are tender, about 30 minutes longer. Sprinkle with parsley before serving.
